Competence frameworks for education and training of youth workers

Initial and continuous further education and training of youth workers should be embedded in competency-based frameworks, which reflect the various skills, competences and attitudes that youth workers need when working with young people. This workshop wants to give an overview of existing competence frameworks, provide insights into good practice examples of competence models and discuss how to adapt such models in education and training schemes for youth workers.

Dr. Hilary Tierney

Hilary Tierney works in the Department of Applied Social Studies in Maynooth University, where she is programme lead for professional Community and Youth Work education and training. She is Co-Director of the Centre for Youth Research and Development. She works closely with national youth organisations such as the National Youth Council of Ireland and Léargas (the national agency for Erasmus+) in the development of innovative education and training programmes for youth workers. Hilary was co-ordinator of the CYRD’s Youth Work eLearning Partnership (YWeLP), an Erasmus+ funded KA2 project which produced interactive OER resources for youth workers - see She is a member of the team that developed the ‘Essentials of Youth Work’ MOOC provided by the EU-CoE Youth Partnership in 2020. She is a member of  Advisory Board of the European Academy of Youth Work (EAYW).

Natalia Chardymova

Natalia is the new Educational Advisor located in Budapest and she started her work at the European Youth Centre in January 2018. She is working primarily with the Education and Training Division.
